Built in 1906, the Congress' detailed facade has been painstakingly refurbished to its original 1906 glory.

So many examples of beautiful architecture and significant history exist in Downtown Baltimore's Westside that their preservation and restoration is key to revitalization efforts as well as maintaining the area's unique urban character.

Design guidelines and building standards for the revitalization were developed by the Baltimore Development Corporation and the Maryland Historical Trust and were set forth in a Memorandum of Agreement approved by the City's Board of Estimates in 2000. The guidelines and standards not only help preserve the unique context of the Westside, they also signify a level of commitment that stakeholders and partners alike have accepted and embraced.

The City of Baltimore and the State of Maryland are playing essential roles in advancing the preservation efforts of the Westside.
